The cost-plus-fixed-fee contract covers engineering services for both Nimitz-class and Gerald R. Ford-class aircraft carriers, according to an announcement from the U.S. Department of War.

The scope of work includes engineering, technical, and design services, as well as integrated logistics support, configuration management, database management and modernization, and ship change document development.

The contract includes options that, if exercised, would increase the total value to approximately $472 million. Work will primarily be performed in Newport News, Virginia (96%), with additional operations in Portsmouth, Virginia (2%) and Bremerton, Washington (2%).

The Navy will fund the contract using fiscal 2024 shipbuilding and conversion funds ($10,800), fiscal 2026 operations and maintenance funds ($4.37 million), and fiscal 2026 research, development, test and evaluation funds ($1.3 million).

The contract was not competitively procured, as Huntington Ingalls was deemed the only responsible source that could satisfy the agency’s requirements, in accordance with U.S. Code provisions.

Naval Sea Systems Command in Washington, D.C. is serving as the contracting activity for the project.
