Investing.com-- President Donald Trump on Wednesday ordered an investigation into predecessor Joe Biden’s presidency questioning the 46th president’s mental health when in office and the legitimacy of his actions.

Biden responded to the investigation in a statement on Wednesday evening, stating that he was behind the decisions made during his presidency.

"Let me be clear: I made the decisions during my presidency. I made the decisions about the pardons, executive orders, legislation, and proclamations. Any suggestion that I didn’t is ridiculous and false," Biden said in a statement.

Trump signed a Presidential Memorandum, the White House website showed, which directs an investigation into whether “certain individuals conspired to deceive the public about Biden’s mental state and unconstitutionally exercise the authorities and responsibilities of the President.”

The memorandum said Biden’s “documented cognitive decline,” coupled with his use of an autopen– a mechanical device used to replicate a person’s signature– raised “serious concerns about the legitimacy of his actions.”

"This conspiracy marks one of the most dangerous and concerning scandals in American history.  The American public was purposefully shielded from discovering who wielded the executive power, all while Biden’s signature was deployed across thousands of documents to effect radical policy shift," Trump wrote in the memo.

Biden’s cognitive abilities had been a major Republican talking point for several years, especially during the second half of his presidency. But this came to a head in 2024 when Biden dropped his reelection bid after a disastrous debate performance, which sparked more questions about his age and mental health.

Several top Democrats and donors were also seen questioning Biden’s ability to govern.
