Fitch Ratings has affirmed First City Monument Bank Limited's (FCMB) Long-Term
Issuer Default Rating (IDR) at 'B-'. The Outlook is Stable. A full list of

Key Rating Drivers
IDRs, VIABILITY RATING AND NATIONAL RATINGS
The IDRs of FCMB are driven by its standalone creditworthiness, as expressed by
its 'b-'Viability Rating (VR). FCMB's VR is conditioned by Nigeria's operating
environment, with weak macroeconomic conditions, policy uncertainty and
regulatory intervention influencing the bank's standalone creditworthiness.
FCMB's VR reflects the bank's modest franchise concentrated in Nigeria, sound
asset- quality metrics, adequate capital buffers and a fairly tight
foreign-currency (FC) liquidity profile.
FCMB's modest franchise is illustrated by the bank's limited market share of
domestic credit, of around 4% at end-2018. We believe this drives a high-risk
business model, particularly a high share of lending to smaller corporate and
commercial customers, leaving the bank sensitive to domestic macroeconomic
challenges. The franchise also constrains earnings, with operating profitability
affected by high loan impairment charges (LICs) and funding costs, relative to
larger peers'.
Asset-quality metrics are sound, and consistently compare well with those of
Fitch-rated peers, with an impaired loans (stage 3 under IFRS) ratio of 4.3% at
end-1H19, compared with 5.9% at end-2018. This improvement was primarily due to
write-offs. Despite FCMB's greater emphasis on fairly vulnerable sectors, asset
quality proved to be resilient through the cycle, reflecting prudent
underwriting standards. In addition, reserve coverage has improved further
following the implementation of IFRS 9. Nonetheless, FCMB displays high credit
concentration by sector and by obligor, exposing it to event risks.
Solvency is improving. FCMB's capital loss absorption-capacity has significantly
improved, in line with the bank's strong coverage of impaired loans. The bank's
Fitch Core Capital (FCC) ratio (14.7% at end-1H19) is in line with that of
similar sized peers, but should be considered in the context of high
single-borrower concentration. We expect the bank's capitalisation to remain at
current levels, in line with improving asset quality, profitability and limited
dividend payments.
FCMB's FC liquidity remains tighter than that of most peers, due to the bank's
highly dollarised balance sheet. However, we believe that FCMB had sufficient
liquidity buffers at 1H19 to cover FC-denominated borrowings maturing within the
next 18 months, and that the bank's FC loan/deposit ratio is on an improving
trend.
The Stable Outlook on FCMB's Long-Term IDR reflects our base case expectation
that the bank's financial metrics will not change significantly over the coming
year.
FCMB's National Ratings reflect the bank's creditworthiness relative to other
Nigerian issuers.
SUPPORT RATING AND SUPPORT RATING FLOOR
Fitch believes that sovereign support to Nigerian banks cannot be relied upon
given Nigeria's weak ability to provide support, particularly in FC. Therefore,
the Support Rating (SR) and Support Rating Floor (SRF) are '5' and 'No Floor',
respectively. This reflects our view that senior creditors cannot rely on
receiving full and timely extraordinary support from the Nigerian sovereign if
any of the banks become non-viable.
RATING SENSITIVITIES
FCMB's IDRs are sensitive to a change in the bank's VR. Although this is not our
base case, a downgrade in the VR would likely follow a tightening in FCMB's FC
liquidity or deterioration in the bank's loan performance. Positive rating
action would likely require a significant strengthening of the bank's franchise
translating into better financial performance or a marked improvement in the
bank's balance sheet liquidity in FC.
FCMB's National Ratings are sensitive to a change in the bank's creditworthiness
relative to other Nigerian bank issuers'.
The Support Rating and Support Rating Floor are sensitive to a change in
assumptions around the propensity or ability of the sovereign to provide timely
support to the bank. Given Nigeria's weak sovereign ratings, this is not our
base case.
ESG Considerations
The highest level of environmental, social and governance (ESG) credit relevance
for FCMB is a score of 3. This means ESG issues are credit-neutral or have only
a minimal impact on the entity, either due to their nature or to the way in
which they are being managed by the entity.
