Under the contract, Northrop Grumman will implement, analyze and evaluate life cycle software and hardware updates for the E-2D Advanced Hawkeye. The work encompasses software and hardware engineering, design, programming, integration, manufacturing, quality, and test activities.

The majority of the work will be performed in Liverpool, New York (37.2%), El Segundo, California (18.2%), and Melbourne, California (13%), with additional work spread across multiple locations including Greenlawn, New York, Largo, Florida, and Falls Church, Virginia.

The project is expected to be completed by May 2029. The Navy will fund the contract using fiscal 2024 aircraft procurement funds totaling $10 million and fiscal 2023 funds amounting to $36.7 million, with the latter set to expire at the end of the current fiscal year.

The contract was not competitively bid, according to the Department of Defense. Naval Air Systems Command in Patuxent River, Maryland, is serving as the contracting activity.
