Biography	Tom is Co-Head of Goldman Sachs Asset Management's Global Cash and Fixed Income Portfolio team which is responsible for managing assets in excess of $370 billion across cash, traditional, and alternative fixed income strategies with teams in London, Tokyo, and New York. Prior to taking on this role, he was Head of the Municipal Bond Portfolio Management team that is responsible for over $25 billion in assets. He joined the firm in 1999 after spending over 13 years with the Franklin Templeton Group of Funds where, most recently, he was Executive Vice President and the Director of the Municipal Bond Department, responsible for assets under management in excess of $50 billion. Tom has served in a number of leadership positions for various industry groups including the Vice Chairman of the Municipal Securities Rulemaking Board. He received a B.A. in Business Economics from the University of California, Santa Barbara, and a M.S. in Finance from Golden Gate University in San Francisco. Tom also received the Chartered Financial Analyst designation.

Biography	Jennings was a manager at Franklin's municipal trading desk and ran several Franklin tax-free funds. He joined Franklin from Dean Witter Reynolds, where he was a first vice president and manager of the municipal institutional-bond department. He was also first vice president and manager of the western-regional municipal-bond department for Prudential. He has more than 30 years of investment experience.

Biography	Harrington is vice president of Franklin Advisers and serves as director of municipal trading and research. Previously, he was president of his own firm, San Francisco Securities. In addition he was a vice president of Walston and Company as well as manager of the bond department at Eastman Dillon. Harrington also opened the municipal-bond department at Shearson Hammill in 1953. Harrington is a member of the Commercial Club of San Francisco, and the Los Angeles and San Francisco Bond Clubs.

Biography	Johnson joined Franklin Advisers in 1976 and now serves as vice president. He oversees Franklin's tax-free and money-market funds, seeking low volatility and undervalued issues. Prior to joining the firm, he was founder and manager of Dewey, Johnson & Company. He has worked in the municipal-bond business since 1955. Johnson has originated three television talk shows, hosted a radio talk show and was a co-founder of Intellectual Digest magazine.
