Biography Stephen P. Winterstein, Managing Director and Chief Municipal Fixed Income Strategist, is responsible for collaborating with senior staff to establish the municipal bond portfolio management and research processes at Wilmington Trust Investment Advisors. He also sets strategy for the firm’s institutional and individual clients. Most recently he was managing director of municipal fixed income with PNC Capital Advisors, LLC in Philadelphia for more than 12 years, where he established and led a team of 15 municipal fixed income professionals dedicated to municipal bond management for high-net-worth individuals and institutional clients. He earned his B.A in Economics from Millersville University, and his MBA from Lehigh University. Stephen is an active member of the National Federation of Municipal Analysts, the Fixed Income Analysts Society, Inc., and the Municipal Analysts Group of New York, and was the chairperson of the 2011 Municipal Bond Buyers Conference. He is also involved with Standard & Poor’s in the development and refinement of their family of tax-exempt municipal indexes. Mr. Winterstein serves on the Advisory Board of Directors for Lumesis, Inc., a Software-as-a-Service (SaaS), cloud-based financial technology company. In addition, he currently serves as a member of the Board of Directors for the Pennsylvania State System of Higher Education Foundation, Inc., and is a former board member of the Millersville University Foundation.

He also was chairman of the Risk Committee and a member of the firm- and enterprise-wide investment and operational committees. Mark joined PNC in 2007 through its acquisition of Mercantile Safe Deposit & Trust, where he began his career in 1981, and was appointed senior vice president and head of taxable fixed income for PNC Capital Advisors. In 2009, he became director of Taxable Fixed Income Risk Management, Trading, and Credit Analysis. Mark earned a Bachelor of Arts degree in political economy from Johns Hopkins University and a Master of Science degree in finance from Loyola University-Maryland. "

Biography Wood is vice president and portfolio manager with J.P. Morgan. Prior, he was a vice president and portfolio manager with Mercantile Safe-Deposit & Trust, his employer since 1998. Before joining the firm, he was an institutional tax-exempt bond trader with ABN-AMRO Bank in Chicago from 1993 to 1998. He has nine years of investment experience.
