Biography Preston Athey is a vice president of T. Rowe Price Group, Inc., and T. Rowe Price Trust Company and a small-company portfolio manager in the U.S. Equity Division. Preston is an Investment Advisory Committee member of four small- and mid-cap funds, and for 23 years until 2014, he was president and portfolio manager of the Small-Cap Value Fund. Prior to joining the firm in 1978, he was a contract administrator on Admiral H.G. Rickover's staff at the U.S. Atomic Energy Commission. Preston earned a B.A. in economics from Yale University and an M.B.A. from Stanford University. He has also earned the Chartered Financial Analyst (CFA) designation and is a Chartered Investment Counselor (CIC). Outside of T. Rowe Price, Preston is chairman of the Board of The Hill School, a college preparatory boarding school in Pottstown, PA.
